The story is loosely based on the novel Oliver Twist by Charles Dickens. In this film, however, Oliver is not human but a cat, the members of his gang Fagins dogs, and the story is set in New York City in the late 80's instead of the London of the late 19th century.

The working title of the film was Oliver and the Dodger. [1] The film served as a prelude to a period stanley flask known as the Disney Renaissance; many of the original crew of Disney had now moved away to other studios, and a new crew took their place.
